ADELANTO, San Bernardino County — October 21, 2026. Starting a small business in the High Desert takes more than renting a storefront or publishing a Google Maps listing. Owners need to know whether the planned activity is allowed at the address, whether the city requires zoning review and what business-license steps apply. Adelanto has a dedicated online business-license service that allows new applications, renewals, payments, closures and business searches.

Adelanto News examined the city’s official government website, its linked application provider and the published municipal code. This guide explains the process without assuming that one type of license approves every activity. It is independent reporting, not a city permit approval or an offer to file documents for readers.

Where to apply for a City of Adelanto business license

The municipal website links to Adelanto’s HDL Business License Portal. The service offers separate paths for first-time business applications, existing-business renewals, outstanding balances, closing a business, searching business records and updating an account. It also provides downloadable forms for a Home Occupation Permit and Zoning Clearance Review.

That distinction matters for someone operating from a residence, renting a commercial unit, opening a shop or starting an appointment-only service. A business name or a completed registration form is not proof that the intended use is permitted at the address. Check applicable zoning and building requirements before signing a long lease or making nonrefundable improvements.

The portal gives a Business Support Center phone number, (760) 298-5461, and lists weekday assistance from 8 a.m. to 5 p.m. Pacific time. It also displays a separate Fresno-based processing-center mailing address; this administrative address is not Adelanto City Hall. City Hall is at 11600 Air Expressway, Adelanto, CA 92301. Readers should use the official linked portal or verify contact information directly with the city rather than responding to an unsolicited license-payment message.

Start with zoning, not advertising

The City of Adelanto’s official GIS page lets visitors check zoning using an address or assessor parcel number and points to a zoning matrix. The city’s municipal code also has separate titles addressing business licensing, construction, subdivisions and the zoning ordinance. A seller’s description of a property as “commercial” does not establish that the particular activity may operate there without additional approvals.

Examples worth asking about include home-based professional services, retail sales, food preparation, automotive work, industrial or warehouse uses, mobile services and businesses that receive visitors by appointment. Depending on use and location, other agency approvals may be necessary. A state professional license, seller’s permit, employer registration or county health permit may be separate from the city business license.

Our Adelanto guide to zoning, water and utility maps explains how to identify the address, verify the responsible government jurisdiction and research service connections. That article also distinguishes the city’s official GIS from a separate economic-development portal managed by Local Equity LLC.

A simple business start-up checklist

  1. Identify the legal site. Confirm whether the proposed business is actually inside incorporated Adelanto or in nearby unincorporated San Bernardino County.
  2. Define the specific service. Write a short description of what the company will sell, whether customers visit the location and whether vehicles, equipment or food are involved.
  3. Request zoning clarification. Use the official GIS and Planning staff, and ask what permits or zoning clearance may be required for that exact use.
  4. Review the application route. Visit the official linked HDL portal and select the first-time application or appropriate renewal path. Read the actual fee calculation and payment instructions.
  5. Verify other authorizations. Depending on the business, California tax registration, a contractor or professional license, building approval, fire review or health regulation may apply.
  6. Confirm approval before operating. An application receipt is not necessarily an issued license. Keep a copy of the final city authorization and track renewal dates.
  7. Then set up customer contact. Publish correct hours, service areas, contact details and honest pricing. Only after the basics work should you consider buying ads or customer-service software.

What about business incentives and tax programs?

The city links from its municipal website to a developer-incentives information portal. That site is operated by Local Equity LLC and lists links relating to hotel transient-occupancy-tax rebate programs, vehicle-dealership incentives, workforce development, federal or state programs and other resources. A directory listing is not confirmation that a particular grant is accepting applications, that an applicant qualifies or that city officials have approved a rebate.

Business owners should identify the government agency administering the particular incentive, obtain the current governing rules and confirm deadlines, eligible expenditures and written approval. Federal programs such as SBA-backed financing are generally loans or guarantees, not no-strings-attached checks. California58’s statewide rural business guide provides free steps for improving discoverability, inquiries and actual bookings.

Do not confuse getting a customer with getting revenue

A business listing can produce inquiries, and an inquiry may lead to an appointment, but neither is the same as a completed sale. Owners can track incoming calls, quotes requested, confirmed bookings, cancellations and collected payments separately. A missed-call log or conversion estimate does not establish how much new income a service has produced.

Public documents Adelanto News will follow

Future local reporting can examine business-license rules, hearings affecting commercial property, infrastructure capacity and whether public incentives actually result in verified projects or local jobs. Proposals, staff reports and final votes are different stages of government action. Residents can consult Adelanto’s public meeting archive and send sourced documents to california58com@gmail.com. Sponsored listings will be identified separately from independent reporting.
